In my view simply because they sit around and demand permanently for a quota instead of competing and winning their share. That is precisely what is in the so called affirmative actions, as an example.Why has the virus hit African Americans so hard?
It is a high time for those somewhere else to draw a lesson from this tragedy and start to compete and win instead of sitting around and demanding a quota of "their share".
Quota is not sustainable while competing and winning fuels progress and self-reliance, in my view.
