I think you all are seeing this the wrong way. It wasn't directed at Amharas to diminish the numbers. It was, in my opinion, directed at Oromos, specifically the extremists. This is clear to me because he later reiterates a fire once started won't just warm one side and burn the other, it consumes all equally. That makes the message directed to those who identify with the fire starters to let them know that this fire actually burned Oromos as bad if not worse in some sense. The implication is that it was intended for non-oromos but it didn't exactly work out that way. There is no way he would frame it that way if he wanted to diminish who was the target of the violence.
Second, this data is collected by the Oromo Police Commissioners office. They could have provided erroneous data on purpose but since he can't verify it personally, he has no option but to present the numbers he receives and use the best framing possible.
But we have to also be mindful of the fact we can't automatically assume there is anything wrong with those numbers. I have yet to see any reliable way to discern who is Oromo or not. Those marauding animals went by who they could find around them and who couldn't speak Afaan Oromo or looked Christian. I don't think they sat there and had long deliberations about what someone actually was before they started attacking. Just the person not seeming Oromo was enough.
Later half of the speech he says the patience thus far was to avoid further violence. I fully believe this is a possibility because we've seen the level of zealotry displayed by Jawar's followers. Had arrests followed soon after, it's very likely it would have had the effect of inflaming the situation much further. They would have likely went back out and took their anger out on more innocents. He would have had to respond with more violence on them and the thing would spiral out of control. So further patience there was warranted.
I think it's also prudent to not point to Jawar by name on the speech as someone responsible before you have tangible reports from your Attorney General that there is enough to charge. There was explicit assurance that the investigations are continuing and further discoveries would be later divulged by the AG or investigators. The same principle was applied on METEC officials. Broad implications of criminality by a certain group in public speeches, arrests and charges listed individually by AG afterwards.

opmerc, Even if one accepts your explanation regarding Abey's speech that he meant we all will be burned by violence regardless, I would have a hard time believing Abey will be able to provide a remedy for it. There is a glaring inconsistencies which lends support for jewar kind of political agitation and political organization . More than what is happening in jwar camp and OLF and its off springs, I am most uncomfortable with what is happening within ODP. Abey's influence on ODP is very tangential comparing Jwar's . Most of the high echelon ODP authorities are in more lockstep with jawar than with Abey or at least with his official statements. They can not parrot every Jawar statement to win an election now then to turn around and implement policies that pro Ethiopian . If they do they will be an easy target. They rather stand for Ethiopian Unity and campaign indicating for Oromos why it is better to live united with other Ethiopian for greater good . If ODP fails to get the majority vote , it still can join other ProEthiopan unity group. It would not be a death sentence at all. The more ADP kowtow as if Jawar's and bekele gerbas ideas have some virtues : one it is not giving an alternative to OLF,
two even it wins if it stands with the united federal forces it will lose acceptance from Oroms because it is not what it campaigned for, if it tries to do what it promised it will be resisted by union camp . the Abey camp with out fear and hesitation they have to stand and state what they believe in , they need to make sure law order is respected ; when elections time comes around let the chips fall where they may. I'll agree he is greatly hampered at the moment. Every position has consequences and a cost. He still has the world's attention on him till he makes that acceptance speech. That means every single local disturbance from now till December is world news and will linger on to affect future opportunities. Action on Jawar is going to cause great disturbance within ODP and how it proceeds with the EPRDF dissolution. That's why when I heard the Harrar comments, it made me doubt whether he would keep pursuing action on Jawar.
But I see a slow realignment with the stance he took in parliament. And if he keeps pushing, eventually the dynamics will change. When that party stops being ODP and suddenly has substantially large amount of new members, all of a sudden that Jawar voting block becomes meaningless. Then he won't have to appease extremist Oromos. That's probably why Jawar made his move now. If Dr. Abiy can keep it together till then I think the field is wide open for him to go after the Jawar/TPLF/OLF camp and win. But otherwise, it would be a great shame to have come this far only to give up and fail this early.
