God is forgiving, if you cannot pray because you are sick in Islam.
A population already deprived of basic necessities and impoverished below Africa's poverty scale, I think God is looking for ways to save them than waiting for them to fast to cleans their sins. Unless their sin is failure to rise up against the Lucifer.

From a Christian perspective, God is merciful, just, and almighty. If a belief system presents a God who lacks any of these qualities, then that God cannot be the true God. Justice matters because evil and sin are real. Mercy matters because none of us are innocent. Christianity teaches that no human being is without sin—not only in actions, but also in thoughts and words. God’s holiness cannot coexist with sin, even the smallest of it. That is why, according to Christian faith, God Himself came in human form—not to abolish justice, but to fulfill it, and to offer mercy through Christ. Salvation is not earned; it is received.
So Dama how is salvation earned in Islam.
This is why Christians speak about Jesus, baptism, repentance, and the sacraments. Not because we think we are better than others, but because we believe God made a way for humanity to be reconciled to Him.
