Nomadic people can't really lead a state and a structure that existed the me immemorial.

Oromos & Somalis are nomadic people. They created failed states with failed economy in the vast land of eastern Africa.

Oromos who settled in the Highlands of Shoa and Wellega learnt a bit from the highlanders and seemed integrated but the minute you let them mingle with their lowland nomadic kins, they immediately went back to their true nomadic, reckless and unstructured life styles.
