Despite the personal attendance of the delegation led by Abdel Fattah al-Burhan, IGAD issued a final statement without consulting the Sudanese government or the Ministry of Foreign Affairs, and the statement included:

📌A false claim that al-Burhan agreed to a meeting with Hemedti.

📌Reference to contact or coordination with Hemedti, as if he were a legitimate party equivalent to the state.

📌Complete disregard for the objections of the Sudanese delegation.

The following day, on December 10, 2023, the Sudanese Ministry of Foreign Affairs issued an official statement rejecting IGAD's statement in full and in detail, accusing the organization of lacking neutrality and falsifying facts.

Moreover, in the backrooms of that meeting, there was an unannounced Emirati presence led by Shakhbut bin Zayed inside the meeting corridors, which indicates clear Emirati intervention in which a ready political narrative was imposed to serve its agendas and an attempt to politically whitewash the Rapid Support Forces militia despite its crimes.

What IGAD did in that meeting was political complicity and clear bias toward external agendas and a forfeiture of a member state's sovereignty, which explains today's withdrawal of Eritrea after realizing that the organization is no longer an independent regional framework, but rather a tool managed from outside the region.

It is high time for Sudan to reach alliances that truly represent it, along with the necessity of reassessing relations with African, regional, and international organizations and countries.

Few months ago at the Sofar cave dialogue held by Abiy with leaders of his nation is Workneh, the head of IGAD. Conflict of interest? Is IGAD serving Ethiopian interests, above the interests of other members? Blatant bias and disregard for its mandate.

Eritrea's Membership in the Intergovernmental Authority on Development (IGAD)



Eritrea has played a significant role in the history of IGAD (originally IGADD), a regional bloc focused on development, drought control, and later peace and security in the Horn of Africa.

Early Involvement and Admission in September 1993

President Isaias Afwerki led an Eritrean delegation to an IGADD conference in Addis Ababa, where Eritrea—freshly independent—was accepted as a member. Participating countries included Djibouti, Eritrea, Ethiopia, Kenya, Sudan, and Uganda.

Suspension of Membership (2007)

-On April 27, 2007, Eritrea notified IGAD of its decision to temporarily suspend its membership and freeze activities. The stated reasons included dissatisfaction with IGAD's handling of regional issues, such as the crisis in Somalia (particularly opposition to Ethiopia's military intervention), disputes involving Sudan, the Eritrea-Ethiopia border conflict, the Eritrea-Djibouti border tensions, and an incident involving the kidnapping of three Eritreans in Nairobi by Kenyan authorities.

IGAD did not formally respond to the suspension letter, at the time.

Efforts to Reengage (2008)

-At the 12th IGAD Summit of Heads of State and Government on June 14, 2008, leaders endorsed forming a task force to persuade Eritrea to reconsider its suspension. From August 14–15, 2008, a delegation—including Kenyan Foreign Minister Moses Wetangula, South Sudanese Foreign Minister Deng Alor, and IGAD Executive Secretary Mahboub Maalim—visited Eritrea. They urged reactivation of membership.

President Isaias reiterated the reasons for suspension, but appointed Minister Arefaine Berhe as a focal point for IGAD matters and expressed commitment to future engagement.

Attempted Reactivation (2011)

-On July 25, 2011, Eritrea informed IGAD of its decision to reactivate membership, emphasizing contributions to regional peace, development, and IGAD revitalization.

On July 27–28, 2011, Executive Secretary Maalim welcomed the move as "historic" and invited Eritrean representatives to an upcoming meeting on a hydrological project.

However, on August 24, 2011, during the 40th Extraordinary Session of the IGAD Council of Ministers, Eritrea's delegation was denied seating and escorted out by hotel security. IGAD indicated that reactivation required further approval, treating Eritrea effectively as pending readmission.

Subsequent Developments

-In Eritrea's absence, IGAD discussions continued on regional issues, including the Eritrea-Djibouti border dispute (November 25, 2011) and calls for implementation of UN sanctions on Eritrea (related to allegations of destabilization in Somalia and the Djibouti conflict, January 2012).

Eritrea did not participate in IGAD activities after 2011, leading to a prolonged de facto suspension. Legal analyses have highlighted ambiguities in IGAD rules regarding unilateral suspension and reactivation.

Later Reactivation and Recent Withdrawal (2023–2025)

-Eritrea formally rejoined IGAD in June 2023 following the 14th Ordinary Summit, welcomed unanimously amid hopes for reform and regional cooperation. Despite rejoining, Eritrea did not actively participate in meetings or programs.

On December 12, 2025, Eritrea announced its full withdrawal from IGAD, citing the organization's failure to meet regional aspirations since 2005, alleged deleterious actions against member states (particularly Eritrea), and lack of substantive contributions to stability. @Erihistory
