Or, let the poor do any type of service in govt, in business in return they get their life essentials such as shelter and food. or give them land to produce food, etc, create vocational training so they build skills and get hired for money or start their own business. You forgot to mention who brought prostitution into Ethiopia was and is Shabia! Shabian women were serving Italians at the time of occupation. When in 60s they became part of Ethiopia ( big mistake), they taught poor women instead of begging the public, they should open red lights meaning opening prostitution business by indicating with the red light the woman is available for money. Shabia introduced the poor women prostitution. In fact, there were hardly any prostitutes in Tigray when l observed them in Addis back when, as they lived devout Christians and did not believe in Western style modernism. During famine and poverty they experienced during war, they would come to Addis to beg not to prostitute! I am familiar though lots of experienced prostitutes from Eritrea and Amara. This is fact! We have to speak honestly here. Lots of these bar women snatch married men from their wives and cause divorce
