To avoid such risks either Eritrea has to be reintegrated with Ethiopia or Tigray to be integrated with Eritrea with its 97% Christian population. The integration of the Tigrigna speaker on both sides of the Merb river will avoid the rise of extremist in Eritrea supported by Iran / the Arab world .

The way forward : Integrate Tigray with Eritrea but give Assab to Ethiopia under commercial arrangement that integrates the economy of the new Tigray-Tigringa land with Ethiopia.
