The 1st part is about stability - about wars, conflicts, terrorism, etc. These would include Egypt, Eritrea, Somalia, Al-Shaba, Houti, RSF, SDF, TDF, Fano, OLA etc. With these forces - some involve involve military action, some negotiation, some dialogue.
the 2nd part about peace specifically in the Horn of Africa - Eritrea, Sudan, Ethiopia and Somalia.' Building foundation' means that US and Ethiopia will work together to create the framework for further steps toward conflict resolutions of all kind and economic commercial activities such as AGOA, US participation in the Mega air port etc.
currently, there is Egypt-Ethiopia negotiation in DC. Ethiopia has put on table a counter-condition that if Egypt wants to have a part in the management of GERD, then Ethiopia must be given same right in the management Aswan Dam.
