Distinguished Participants

Ladies and Gentlemen,


Allow me first to express our profound gratitude for the kind invitation extended to us to participate in this important conference.

The geo-strategic and geo-political importance as well as complexity and sensitivity of the Red Sea are too evident to merit extended discourse here. Furthermore, the vital importance of this international water way; its intrinsic regional and global significance, will not diminish but rather augment with time.

This will remain true irrespective of the turns and twists of history or changing circumstances. In the event, the attention that must be accorded to safeguard the security of the Red Sea must be high and fully consonant with its paramount importance.

Dear Participants,

As we all agree, this important maritime route had sadly become a theatre for reckless regional and international interferences in the past thirty years largely due to misguided exogenous agendas. This somber state of affairs in turn entailed a perplexing reality of stampede and unnecessary complications. This was in addition to the legacy of the Cold War.

It must be noted here that the interferences that stem from regional and international agendas could not have materialized without the complicity and connivance of local players. In this perspective, the whole affair warrants a sober and comprehensive review that is not dented by emotional or presumptive approaches.

In these times, the proliferation of institutions is increasingly becoming the norm all over the world. This is also true in our region. The various initiatives usually emanate from a reservoir of political goodwill. Indeed, they are launched to advance lofty objectives. Unfortunately, the institutions that stay the course, gain traction and consolidation over time to deliver the desired results are few.

By the same token, initiatives undertaken in the past years to foster appropriate institutional frameworks and ties of cooperation in the Red Sea, or to launch conferences for submission of research papers, have been considerable indeed. Here again, those that have produced impacting results are few.

The formulation of a viable framework of cooperation and attendant functional institution on the basis of consensus and mutual understanding will therefore require a patient and methodological approach. Continuous and serious consultations will thus remain a matter of necessity rather than choice.

In our modest view, the requisite consultations should incorporate the following cardinal procedural and substantive issues. They must also be conducted in a manner that will avoid wastage of time or opportunity loss. The key parameters are:

1. Comprehensive and unbiased assessment of the current realities of the Red Sea and associated matters, in all their dimensions and perspectives in a realistic manner;

2. Full clarity on the desired objectives and goals;

3. Detailed mapping of the threats to the peace and security of the Red Sea; and, categorization and specification of these parameters;

4. Formulation of a viable strategy that will ensure achievement of constructive objectives and goals;

5. Formulation of strategies to contain and eliminate the threats in tandem with the positive policies of cooperation;

6. Mapping out detailed schemes and plans that will ensure holistic implementation of the twin strategies;

7. Stipulation of the implementation mechanisms, associated structures and mobilization of the requisite resources;

8. Ensuring that all the organizational configurations and frameworks that are developed are anchored on respect of sovereignty and international law;

9. Ensuring that all littoral States build and possess their own effective defense capabilities and naval forces (without delegation to others);

10. Supplementing, through collective efforts and synergy, those specific tasks that cannot be met through individual domestic capabilities and resources;

11. All relevant States will create appropriate modalities of cooperation with “external forces” for tasks or missions that are beyond their collective capability on the basis of a consensual framework;

12. Creation of competent committees to address all these issues in a comprehensive and professional manner.

Let me conclude by expressing our sincere hope that the modest views we have outlined above will enrich the deliberations of this Conference.

Cure Blindness Project is proud to highlight a significant milestone in our partnership with Orotta College of Medicine and Health Sciences and the Eritrean Ministry of Health.

This multi-year collaboration is designed to build long-term sustainability and national self-sufficiency in eye care-led by Eritrean professionals and supported through strategic, non-repayable investments.

As part of this commitment, #CureBlindness Project has made a $1 million investment in advanced ophthalmic technology, workforce training, and system strengthening to equip Eritrean ophthalmologists, biomedical engineers, and trainees with the expertise needed to expand high-quality, locally led eye care.

In parallel, Cure Blindness Project has launched a global $10M matching challenge, where every contribution made through December 31, 2025, will be matched dollar-for-dollar- strengthening sustainable eye-care initiatives in Eritrea and across Africa and Asia.

Recent Highlights:

⋆ Provision of Advanced Medical Equipment


This year, more than $725,000 USD in specialized ophthalmic equipment was shipped to strengthen Berhan-Aini Hospital as a tertiary-level eye center.

Key technologies—including YAG lasers, corneal cross-linking systems, Ortelli Faros vitrectors, and operating microscopes—now support a wider range of advanced diagnostic and surgical services.

Delivery of Sight-Restoring Surgeries
In 2025, Eritrean ophthalmology teams, supported by Cure Blindness Project and the Ministry of Health, have performed over 5,000 sight-restoring surgeries across the country—expanding access to essential services and advancing national efforts to eliminate avoidable blindness.

World-Class Ophthalmology Training
Workforce development remains central to this partnership. Recent and upcoming initiatives include:

➧ Training for nine ophthalmology residents led by U.S. glaucoma specialist Dr. Rajvi Mehta.

➧ Technology maintenance training for 10 Eritrean biomedical technicians and engineers by experts from Aravind Eye Hospital and Cure Blindness Project.

➧ Next month’s vitreoretinal training led by Dr. Eric Hansen and team.

➧ December neuro-ophthalmology training by Prof. Prem S. Subramanian, MD, PhD.

➧ January cornea training and surgical outreach with co-founder Dr. Geoff Tabin.

➧ February visit by Board Chair Dr. Matt Oliva to perform corneal transplants and continue resident training.

➧ A three-month residency-support assignment by a retina specialist from Nepal beginning in February.

Glaucoma subspecialist Dr. Abba Hydara has joined the Orotta College as full-time faculty—strengthening residency education, expanding instruction for medical students and ophthalmic nurses, and enhancing specialized glaucoma care.

Head of the Delegation of the State of Eritrea at the 7th African Union – European Union Summit
Under Session I:

Peace, Security and Governance; and Multilateralism

Your Excellencies Co-Chairpersons,

All protocol observed,


It is my great honor to address, on behalf of the State of Eritrea, the 7th AU-EU Summit being held under the theme “Promoting Peace and Prosperity through Effective Multilateralism.”

Allow me at the outset to convey to this august Summit the warm greetings of H.E. Mr. Isaias Afwerki, President of the State of Eritrea.

I also wish to express my heartfelt gratitude to the people and Government of the sisterly Republic of Angola for the warm hospitality accorded to me and my delegation since our arrival in this beautiful city of Luanda.



Your Excellencies Co-Chairpersons,

The partnership between AU and EU in this format has existed since the year 2000. It goes without saying, the interaction between the two neighboring continents goes back to millennia. At this juncture, it is imperative to seriously evaluate the strengths and shortcomings of the partnership over the last quarter of a century and chart out a road map that optimizes the added value of the partnership, based on the principles of co-ownership, shared responsibilities and mutual benefits. This task becomes urgent as we are witnessing heightened competition and conflicts resulting from the ongoing reconfiguration of the international system.

• On Peace and Security

One key pillar of the partnership between our two Unions is the maintenance of peace and security in the two continents and at the global level. The stability of the current international system depends on each and every state’s commitment to respect the cardinal principles that underpin it. As stated in the draft Joint Declaration of this summit, the independence, sovereignty and territorial integrity of states cannot be negotiated or compromised; and States must refrain in their international relations from the threat or use of force. Unequivocal adherence to these principles, enshrined in the UN Charter, are conditions sine qua non for peaceful inter-state relations.



On Multilateralism

Your Excellencies Co-Chairpersons,


The ever-growing interdependency between peoples’ and nations of the world necessitate the strengthening and reforming of the multilateral system to capacitate it to address shared threats and make use of collective opportunities. The commitment of the two Unions on multilateralism is encouraging. However, there is an urgent need to expedite the reform of the multilateral system to make it more representative, fair and just. This reform should address the continued marginalization of Africa in all aspects of global governance. The success of the reform will largely depend on extending the shared understanding on the indispensability of the system, to the necessity of creating a multilateral order that gives equal voice and influence to the hitherto marginalized parts of the world, especially Africa.

Eritrea is concerned that the imposition of unilateral sanctions on several African countries severely hampers their efforts to access international development and climate finance, achieve industrialization and mobilize private sector capital. This hinders the realization of the 2030 Agenda for Sustainable Development and the aspiration of Agenda 2063, the Africa We Want.



Your Excellencies Co-Chairpersons,

In conclusion, I wish to reaffirm Eritrea’s continued commitment to contribute its share to the promotion of peace and security in the Horn of Africa and the Red Sea Regions. Eritrea also remains committed to contribute to the collective effort of making this partnership a win-win engagement, that adds value to the two Unions, through co-ownership.

The price of Eritrean gold has doubled from around $2,063 per ounce in 2024 to over $4,000 per ounce today. God is good! 8)
