You are confusing encirclement with being landlocked. Yes Tigray is landlocked by nature of its geography. But it is not encircled.
landlocked nations do not have direct access to an ocean or an open sea. Its borders are entirely with other land territories or landlocked bodies of water (like the Caspian Sea).
On the other hand, encirclement is a military or political action where a force, territory, or country is
isolated and surrounded by opposing forces or hostile powers making the encircled entity vulnerable. It is intentional condition resulting from strategic action
during a conflict or a diplomatic situation.
It is not a natural geographical state. A landlocked country is not necessarily "encircled" in the military sense unless it is specifically cut off by hostile action.
Reconciliation with Eritrea has made the entire 1000km wide northern flank of Tigray a friendly territory. Tigray's relations with Sudan is also phenomenal. So Tigray is not encircled!.
