Hadiya wants new border demarcations between West Gurage and Hadya zones demanding the Town of Qosye be placed in the new Hadya Zone.
However, according the constitution, to execute new border demarcations, the following legal procedures shall be followed per Ethiopia's constitution.

1. A petition by the majority of the residents of the Town Qosye desiring a referendum to be held must be signed and deposited in the Wereda Office which administers the town. The petitioners must prove allegations of impropriety such as discrimination, harassment, unequal treatement they suffered by the Gurage Zone that administers the Town of Qosye.

2. The Gurage Zone, upon receving the majority petition to hold a referendum, shall debate the process and validity of the figures of the petition; shall approve or disaprove the petition. If approved, it will supervise the referendum or will elect independent body to supervise it. If disapproved, it will direct it to organize new petition and how to do it.

3. Once the referendum is voted in favor of Qosye joining Hadya, Gurage Zone will submit the desire of the residents of Qosye town to the Parlianent of the Central Region, which will in turn submit it to the Ethiopian Parliaments to effect boundary changes between Gurage and Hadya zones.

This is how to do it constitutionally. A long and tiring process but peaceful. Hadya chose violence, death and property destructions as a shortcut. We shall see if their violent ways overide the legal lanes.

Dr.Endashaw states that the rebellion in Qose has not provided good evidence to take Qosye out of Gurage as a result of which will remain a Gurage territory. The Central Region will maintain law and order.
