It is more the embarrassment of Africa not a pulse of Africa. When you carpet bombing you own people with Drones, how on earth can you be the pulse of Africa? I guess, it is possible when your leader is GALA and illiterate. I don't know who more Illiterate is, you or your GALA leader.
