Ukrainian Foreign Ministry sees NATO membership as only security guarantee for Ukraine

The only real security guarantee for Ukraine, as well as a deterrent to further Russian aggression against Ukraine and other states, is Ukraine's full membership in NATO.
The Ukrainian Foreign Ministry said this in a statement on the occasion of the 30th anniversary of the Budapest Memorandum, Ukrinform reports.
"The 30th anniversary of the signing of the Budapest Memorandum is a convenient opportunity to take an effective step towards Ukraine's accession to the Washington Treaty," the statement read.
The Ukrainian Foreign Ministry recalled that the Budapest Memorandum was supposed to provide Ukraine with guarantees of security, sovereignty and territorial integrity in exchange for giving up the world's third-largest nuclear arsenal.

However, the Budapest Memorandum failed to prevent the aggression of the Russian Federation, as a nuclear-weapon state, against Ukraine, as a state that has renounced its nuclear arsenal.
"Even the consultations envisaged by the document, which Ukraine has repeatedly tried to initiate, were not held," the statement said.
It added that today, the Budapest Memorandum is "a monument to short-sightedness in strategic security decision-making."
The Ukrainian Foreign Ministry emphasized that not providing Ukraine with real, effective security guarantees in the 1990s was a strategic mistake that Moscow exploited.
"This mistake must be corrected. Ukraine must be provided with clear, legally binding security guarantees that align with its significant contribution to global nuclear disarmament and the maintenance of international peace and security. We call on the United States and the United Kingdom, signatories to the Budapest Memorandum, France and China, which have acceded to it, and all states-parties to the Treaty on the Non-Proliferation of Nuclear Weapons, to support the provision of effective security guarantees to Ukraine," the Ukrainian Foreign Ministry said.
It added that the only real security guarantee for Ukraine, as well as a deterrent to further Russian aggression against Ukraine and other states, is Ukraine's full membership in NATO.
"With the bitter experience of the Budapest Memorandum behind us, we will not accept any alternatives, surrogates or substitutes for Ukraine's full membership in NATO. Inviting Ukraine to join NATO now will become an effective counter to Russian blackmail and will deprive the Kremlin of its illusions about the possibility of hindering Ukraine's Euro-Atlantic integration. It is also the only chance to stop the erosion of key principles of nuclear non-proliferation and restore confidence in nuclear disarmament," the Ukrainian Foreign Ministry said.
December 5, 2024, marks the 30th anniversary of the signing of the Memorandum on Security Assurances in connection with Ukraine's accession to the Treaty on the Non-Proliferation of Nuclear Weapons, also known as the Budapest Memorandum.

Drones attack air base near Ryazan, port in Novorossiysk

Drones targeted an air base near Ryazan and a port in Novorossiysk, Russia.
This is according to the Astra Telegram channel, which cited locals, Ukrinform reports.
The channel shared a video showing an explosion attributed to the drone attack.
Following the incident, Pavel Malkov, governor of the Ryazan region, stated that "the air defense forces of the Ministry of Defense shot down three drones over the Ryazan region," adding that there were no casualties or damage.
Russia’s Ministry of Defense reported in its morning update that 24 Ukrainian drones were intercepted overnight across six regions. These included six drones over the Rostov region, five each over Bryansk and Krasnodar, four over Belgorod, three over Ryazan, and one over Astrakhan.
The Dyagilevo air base, located 500 kilometers from the frontline, hosts Il-76 tanker aircraft, Tu-22MS bombers, and serves as a retraining center for long-range aviation pilots. Adjacent to the base is a repair facility that services Russian strategic aircraft, including Tu-22M bombers, Tu-95MS bombers, and various Il-76 military transport aircraft.

33 years ago, on December 1, 1991, Ukraine held a nation-wide referendum, in which 92% of voters supported Ukrainian independence — pro-independence voters scored the majority in every single region of the country.
• In Crimea, 54% of people voted for independence from the Soviet Union (57% in Sevastopol).
• 83% of people voted in support of Ukrainian independence in Donetsk and Luhansk regions.
• Voter turnout was 84%. (Normal for the USSR times: nearly everybody voted in the Soviet Union – they were selling cheap food at polling stations. Yes, really.)
A week later, the USSR officially ceased to exist, as presidents of Russia, Ukraine and Belarus signed a document in Belavezha (Belarus) that effectively dissolved the Soviet Union.

According to Kravchuk, he had the mandate for independence from the Ukrainians — but Russia’s freshly elected president Boris Yeltsin was a bit worried.
Kravchuk made a convincing argument: “If an American president visits Kyiv, he’d come to see me. If he visits Moscow, he’d come to see Gorbachev…”
This was the argument that convinced Yeltsin to dissolve the Soviet Union.
Small things can change history.

2015 – is a strategic political defeat for Moscow and has thrown the Kremlin into a crisis as it seeks to retain its strategic military basing in Syria. Russia intervened on behalf of former Syrian President Bashar al Assad in 2015 in order to secure Assad's regime after mass protests began in 2011 as part of the larger Arab Spring movement, which triggered the Syrian Civil War and threatened to oust Assad.[1] Russian President Vladimir Putin has long viewed the "color revolutions" that ushered in new democratic governments in former Soviet states as a threat to his own regime's stability and security.[2] Putin has also more widely opposed democratic movements to oust Kremlin-allied authoritarian rulers worldwide as he views these movements as hindering his efforts to create his envisioned multipolar world where Russia and Russia's key authoritarian allies and partners play a major role.[3] Russia's inability or decision to not reinforce Assad's regime as the Syrian opposition offensive made rapid gains throughout the country will also hurt Russia's credibility as a reliable and effective security partner throughout the world, which will in turn negatively affect Putin's ability to garner support throughout the world for his desired multipolar world.
Kremlin newswire TASS reported on December 8 that a Kremlin source stated that Assad and his family fled to Moscow and that Russian authorities granted them asylum.[4] Putin has been able to ensure the survivability of Assad himself, but Putin intervened in the Syrian Civil War with the primary objective of bolstering Assad's regime and preventing his loss of power – an objective that the Kremlin has failed to achieve. Putin also intervened on behalf of Assad in 2015 to secure Russian military bases in Syria, support Russia's wider efforts to project power in the Mediterranean and Red Seas, increase its global footprint in the Middle East and Africa, and threaten NATO's southern flank. Russia is attempting to secure its bases in Syria as opposition forces come to power, but Russia's continued military presence in the country is not guaranteed, especially as Russia's actions in support of Assad over the past nine years have likely undermined Moscow's ability to form a lasting, positive relationship with ruling Syrian opposition groups.[5]
The Kremlin reportedly secured an agreement on December 8 with unspecified Syrian opposition leaders to ensure the security of Russian military bases in Syria, but the contours of this arrangement and its longevity remain unclear given the volatile and rapidly evolving political situation on the ground in Syria. Kremlin newswire TASS reported on December 8 that a Kremlin source claimed that unspecified Syrian opposition leaders guaranteed the security of Russian military and diplomatic institutions in Syria.[6] TASS's source did not specify if the Syrian opposition leaders only guaranteed the security of Russia's two main military bases in Syria - Khmeimim Air Base near Latakia City and the naval base in the Port of Tartus - or other military bases and tactical outposts such as the Russian military base at the Qamishli Airport in northeastern Syria. Saudi-owned outlet al Arabiy reported on December 8 that Syrian Prime Minister Mohammad Ghazi al Jalali stated that the new Syrian authorities would make the decisions about the future of Russia's military bases in Syria.[7] The Russian Ministry of Foreign Affairs (MFA) stated on December 8 that it was in contact with "all Syrian opposition groups" and noted that while all Russian military bases were on "high alert," there were "no serious threats" to their safety.[8] Russian authorities have notably softened their language about Syrian opposition groups, with the Russian MFA referring to the actors opposing Assad's Syrian Arab Army (SAA) as "opposition groups" - a notable shift from Russian Foreign Minister Sergei Lavrov's reference to such groups, including Hayat Tahrir al Sham (HTS), as "terrorists" a day earlier on December 7 at the Doha Forum.[9] Russian state outlet RIA Novosti also notably referred to Syrian opposition groups as "armed opposition" in articles published on December 8 despite calling them "terrorists" in articles published on December 7.[10]
The Syrian opposition is not a monolith; it encompasses several different factions with varying ideologies and political objectives, and no single opposition faction controls the territory around all of Russia’s military bases and outposts in Al-Hasakah, Homs, Latakia, and Tartus governorates and beyond. It remains unclear how long cooperation amongst all the various Syrian opposition factions will last. It is also unclear if Moscow is in contact with all of the Syrian opposition factions necessary to guarantee the safety of Russian military bases in Syria. ISW previously observed reports that the Russian military redeployed some of its air defense assets protecting Khmeimim Air Base, indicating that the Russian command in Syria previously assessed that Russian military assets in Syria were not all secure.[11]

Did Ukraine Help Topple Assad? New Reports Suggest So

IMAGE — UNN — December 11, 2024 — Reports from The Washington Post, as relayed by UNN, reveal that Ukrainian intelligence may have discreetly assisted Syrian rebels in toppling Bashar al-Assad.
For five weeks, Ukraine reportedly supplied approximately 150 drones and dispatched 20 experienced operators to the rebels’ base in Idlib. This move appears to have been part of Kyiv’s broader strategy to undermine Russian influence while simultaneously defending its own territory against Moscow’s invasion.
Western intelligence downplayed Ukraine’s contribution as "modest," but acknowledged its symbolic significance as a covert blow to Russia’s operations in the Middle East, Africa, and its own borders.
On December 8, Syrian rebels declared victory, capturing Damascus and announcing the ousting of Assad. Assad has since fled to Russia. Mohamed al-Bashir, appointed interim prime minister, will oversee Syria’s transitional government until March.
Ukrainian intelligence has not commented on its alleged involvement.

War in Ukraine to have ignominious end for Putin, just like his failure in Syria – Kyslytsya

The world must not fall for Russia's bluff and its attempts to portray itself as a superpower. Instead, it should realize that the Kremlin's imperial ambitions are steadily collapsing, and after the failure in Syria, Putin will face the same fate in Ukraine.
This was stated on Monday by Ukraine's Permanent Representative to the United Nations, Sergiy Kyslytsya, during a UN Security Council meeting in New York, a Ukrinform correspondent reports.
"Putin's envoy may issue threats to this Council and indulge in the delusion of representing a superpower. However, the reality is totally different: Russia's over-extended neo-imperial ambitions are steadily unraveling," Kyslytsya noted.
He emphasized that the Kremlin's intervention in Syria had culminated in failure, and Russia’s adventures in Africa would collapse as well.
"Putin's 'small victorious war' against Ukraine will have the same ignominious end. He knows this, just as he knows that his portraits will soon be reduced to rags – not only in Syria but in Russia itself," the Ukrainian representative remarked.
Kyslytsya urged the international community not to succumb to the Kremlin's bluff. He stressed that achieving a just and lasting peace, consistent with the UN Charter, remains a key priority for Ukraine and the entire civilized world.
"This vision is in stark contrast with what Russia demands under the guise of 'peace proposals.' It is a demand to capitulate and voluntarily surrender our sovereignty. And this will never happen," the Ukrainian diplomat declared.

Kyslytsya noted that this situation is, in essence, a test of the democratic world's resilience and strength, "or rather, its weakness." If such weakness is demonstrated in the case of Ukraine, the world must be ready for new waves of Russian aggression. Moscow will restore its offensive capabilities, learn from its mistakes, and attack again – especially if Ukraine can no longer serve as a shield standing in the way of Russian aggression, the diplomat emphasized.
"Peace can and will be secured through strength, for strength remains the only language that the aggressor comprehends," Ukraine's Permanent Representative to the UN underscored.
As reported by Ukrinform, last month, after Russia used a medium-range ballistic missile capable of carrying nuclear warheads against Dnipro, Kyslytsya described it at the UN Security Council as nuclear blackmail by the Kremlin. He called on the international community to respond by intensifying sanctions and increasing military aid to Ukraine, which is defending itself, its people, and the principles of the UN Charter.

Oil refinery attacked in Rostov region produces fuel for Russian army – ССD

The Novoshakhtinsk Oil Refinery, which was attacked, plays a vital role in the Russian Federation's defense industry.
Andriy Kovalenko, the head of the Center for Countering Disinformation under the National Security and Defense Council of Ukraine, said this in a post on Telegram, Ukrinform reports.
“Diesel fuel and aviation fuel are essential resources for military equipment, including tanks, armored vehicles and aircraft. The plant supplies these fuels to the Russian army,” Kovalenko said.
In addition, the plant's proximity to the border with Ukraine makes it important for Russian war logistics.

According to Ukrinform, this was reported in Telegram by “Agency. News”.
Two powerful explosions occurred on Wednesday evening in the cities of Murmansk and Severomorsk, according to local residents. According to them, the blast waves were felt at a distance of several tens of kilometers.
One of the explosions was captured on video and, judging by the footage, the explosions could have occurred at one of a number of military facilities in the area of the main naval base of the Russian Northern Fleet, located in Severomorsk, and two military airfields, the report said.
The Norwegian publication The Barents Observer geolocated the location of the explosion video, confirming that there are many military facilities in the area, including the Severomorsk-1 naval airbase, warehouses and weapons bunkers.

Ukraine has sent 500 tonnes of wheat flour to Syria as part of the "Grain from Ukraine" humanitarian program in partnership with the UN-led World Food Program (WFP).
Ukrainian President Volodymyr Zelensky announced this on his X account, Ukrinform reports.
"As promised, we are supporting the Syrian people in their time of need. 500 tonnes of Ukrainian wheat flour are already on their way to Syria as part of our “Grain From Ukraine” humanitarian program in cooperation with the WFP.," Zelensky said.

He said that the wheat flour is to be distributed to 33,250 families, or 167,000 people, over the coming weeks. Each package weighs 15 kilograms, enough to feed a family of five for one month.

Ukrainian Special Operations Forces (SOF) have captured a settlement in Russia's Kursk region.
The SOF's press service reported this on Telegram, according to Ukrinform.
"Rangers from the 6th Regiment of the Special Operations Forces of the Ukrainian Armed Forces, following a series of offensive operations, have occupied a settlement in Russia's Kursk region. This achievement was preceded by coordinated artillery strikes. Russia reports loss of two helicopters with crews over Black Sea

Russia announced the loss of two helicopters, along with their crews, over the Black Sea on December 31, 2024.
That's according to the Telegram channel Crimean Wind, Ukrinform reports.
"Russian Z-rats report the destruction of two helicopters with their crews over the Black Sea. Previously, [Ukraine's military intelligence agency] HUR confirmed the downing of only one helicopter by an unmanned naval drone," the report said.
Now, Russian military correspondents "are whining that they have not had such unnecessary losses since 2022."
The post also noted that the deaths of the helicopter pilots were confirmed in the village of Kacha, home to the Russian Black Sea Fleet's air base.
Earlier, Ukrinform reported that on December 31, 2024, the Ukrainian Defense Ministry's Main Intelligence Directorate (HUR), for the first time in history, used a Magura V5 drone attack boat to destroy a Russian Mi-8 helicopter in the Black Sea. A second helicopter was reportedly damaged but managed to return to its base.

General Staff confirms strike on oil depot in Russia’s Engels

The Ukrainian Defense Forces hit an oil storage facility, "Kombinat Kristal," located in Engels, Saratov region, Russia, in the early hours of Wednesday, January 8.
This was confirmed by the General Staff of the Armed Forces of Ukraine in a Facebook post, as reported by Ukrinform.
According to the General Staff, numerous explosions were recorded near the target, and a large-scale fire broke out. Local authorities confirmed that the strike hit an "industrial facility."
Efforts to gather further details on the combat operation's outcomes are ongoing.
The strike was carried out by units of the Main Intelligence Directorate of the Ministry of Defense of Ukraine and the AFU Unmanned Systems Forces, in cooperation with other branches of the Defense Forces.

About 300 DPRK soldiers killed, 2,700 wounded in war against Ukraine - South Korean intel

At least 300 North Korean soldiers sent to participate in Moscow's war in Ukraine have been killed and about 2,700 others wounded.
This was reported by Yonhap on Monday with a reference to South Korean intelligence, Ukrinform learned.
The National Intelligence Service (NIS) shared the information with lawmakers during a closed-door meeting by the parliamentary intelligence committee, according to Rep. Lee Seong-kweun of the ruling People Power Party.
Based on the agency's analysis of a combat video it obtained recently, the NIS said it attributed the "massive casualties" of North Korean soldiers to their "lack of understanding of modern warfare," including their "useless" act of shooting at long-range drones.

The agency also said North Korea has stressed to its soldiers to kill themselves to avoid being captured alive by the Ukrainian military.

The NIS assessed the two soldiers were with the Reconnaissance General Bureau, a key North Korean military intelligence agency.

President Volodymyr Zelensky has arrived in Poland to participate in events marking the 80th anniversary of the liberation of one of the largest Nazi death camps, Auschwitz-Birkenau.

“The President of Ukraine arrived in Poland to participate in events marking the 80th anniversary of the liberation of Auschwitz. Drone attack targets major Russian oil refinery

In the early hours of Wednesday, January 29, a drone attack targeted the Lukoil-Nizhegorodnefteorgsintez refinery in the Kstovo district of Russia's Nizhny Novgorod region.
According to reports from the BBC Russian Service, cited by Ukrinform, the attack caused a fire at the facility.
Governor Gleb Nikitin confirmed the drone strike, stating that debris from a downed drone fell onto the territory of an enterprise in the Kstovo industrial zone, sparking the blaze.

Lukoil-Nizhegorodnefteorgsintez is one of the largest oil refineries in Russia and has been previously targeted. A similar drone attack occurred in the spring of 2024.

This latest strike follows another drone attack on January 26 at the Ryazan Oil Refinery, which resulted in a large-scale fire.
