The spokesperson for Ethiopia's Foreign Affairs, Ambassador Dina Mufti said, the United States does not allow Ethiopia to have its own foreign policy. The late US Secretary of State, Henry Kissinger's policy for Ethiopia has been the cornerstone of Ethiopia's foreign policy since the 1970s.
In the epilogue of Theodore M. Vestal’s book, on page 188, it is noted that Henry Kissinger, while heading the National Security Council in 1972, wrote a confidential report on the future of Ethiopia. Kissinger recommended that the United States should exploit internal tensions in Ethiopia by taking advantage of vulnerabilities that include ethnic, religious, and other divisions. Furthermore, National Security Study Memorandum 200 (NSS200) discussed ‘the necessary threshold for industrial development in Africa should be curtailed’. This establishes best way to preserve the status quo control of the Red Sea as well to counter transnational Pan-Africanism from rising in the Horn of Africa.

For over a century, Ethiopia has been acting against its own interest by promoting the agendas of Neo-colonial powers that cemented its fate as a Neo-colony tasked with destabilizing the Horn of Africa region to the detriment of its potential to be a good member of the East African community. There are 170 million people in the 5 East countries that surround Ethiopia and they are sick and tired of being at the receiving end of Ethiopia's destabilizing wars. Suffice it to say that Ethiopia is only a nudge away from facing the same fate as the former Yugoslavia.
