Abiy sees unity of Gurage as a threat to Oromo expansion. The fractured Gurage into separate and independent nations like Silte, if hostile to each other the better, will not pose a challenge to the gradual assimilation of Gurage by Oromo.
On the other hand, OLF uses genocides inside Gurage to completely weaken Gurage so that it doesn't resist annexation and assimilation.
