ጎርፉ ዘንድሮ ብቻ ሁኖ የሚቀር አይደለም። በየዓመቱ ይቀጥላል ምክንያቱም መንገዱ የተሰራው ለጎርፍ ነው። ሙሉ በሙሉ ፈራርሶ እንደገና ምህንድስና የሚጠይቅ ነው - ሌላ ወጭ። የኗሪው ቤት ፈርሶ በክረምት ችግር ላይ ወድቆ ኮሪደሩም ግንድ ይዞ ይዞራል።

Feasibility? They studied it because they obtained the capital. What they did not carry out is the Cost-Benefit analysis: knowing not only how they will recover their costs but gain profits also.
The other mistake they made is not building storm or flood infrastructure. Concrete pipes or tunnels under the roadways to a river, in Addis case to Kebenna River.
To remedy this situation now at double the initial cost they have to demolish the roads and build stormwater and wastewater disposal systems under the road ways and build the roads again. The flood waters go to Kebenna River and Wastewaters go to the City's water treatment plant for re-use after treatment. Reservoirs can also build to collect flood waters drained from cities, a kind of huge lake in outskirts of a city.
This is basic municipal engineering every Civil Engineering student reads at 2nd or 3rd year level.

የተፈጥሮ የውኃ ፍሰትን መቀየስና ማስተካከል ከከተማ ግንባታ ውስጥ ትልቁ የራስ ምታት ነው። ያደጉት ሃገሮች እንኳን ብዙ ዘመን ፈጅቶባቸዋል አሁን ያሉበት ደረጃ ላይ ለመድረስ። የተሰራው ሳይበላሽ ባለበት እንዲቀጥልም ብዙ የሰው ጉልበትና ሃብት በየዓመቱ ያፈሳሉ።

Modernizing roadways was not a public priority. Addis Abeba is not Mekele or Awasa. It's a 6 million strong city. As large as many countries in Africa.
Public priorities are availability of:
1. adequate and safe drinking water, which is lacking. Water is rationed in Addis Abeba. You often see mothers and girls lining up with plastic jugs on a community water supply station.
2. Adequate electricity. Addis residents have been badly affected by it. Electric outages are common day and night. Lack of adequate electricity affected availability of the internet.
Water and electricity shortages affect economic productivity, Healthcare, education, and all sectors of life.
Multi-lanes, in most cases 3 lanes in one direction, in a country of vehicle to persons ratio of 1:1000 is from a sigle-celled brain.

The now developed countries including China did not have enough capital to modernize their roadways. Drinking water supply and wastewater disposal system. They also did not have capital for building flood waters transpotlrtation and disposal system.
The technical know-how, meaning how to remove floods and where to deposit it is as old as Civil Engineering that predates mechanical or Electrical engineering.
Arat Kilo had the money and the technical know-how. They just did not care about the crucial subset of city renewal: flood and wastewater transportation and disposal system.
A proof that dictators are whimsical.
