There can never be an arbitrage currency market. Abiy's manufacturing hating economy will NEVER create a balance-of-payment convergence. Birr futures will thus incrementally depreciate to accommodate the BoP deficit.
The Bank Boss is omitting this fact! He cant turn the economy around unless Abiy is yanked out of his power to decide on industrial policy.
Dire conditions require drastic actions. INDUSTRIAL Policy needs to come under to National Bank!!
