Good question.
The US has lately been losing its influence in the Sub Saharan Africa to the expanding presence of the Chinese in the continent, which is part of an increasing competition from around the world for doing business with Africa. In addition, trade between the US and African countries has dropped because of increased interest from not only China, but also other countries such as Russia and Turkey.
The US has recently embarked upon turning this around and restoring its influence on the continent and demonstrating a renewed vigour in its relations with the African nations.
Therefore, the US involvement in Somalia is part of such a log-term based vision aiming at the overall perspective, rather than a mere déjà vu natural resources focused engagement.
