Somalia is a loosely federated country.The regions' autonomy guaranteed by the federal constitution. One right guaranteed by the constitution is to make laws concerning tax, land use, education, health, agriculture, business, justice, etc.

It's no doubtful that the federal regions have the right to sell or rent gov lands to foreign investors, for example, to open a mall, manufacturing place, a vast agriculture for raising animal stock or grains or vegetables.

Having federal regions the guaranteed right in the constitution to decide on landuse on their own without interefernce by the federal president, isn't the Somaliland's constitutional right to rent a piece of land in its jurisdiction to Ethiopia violated by Somalia in opposing the MoU it signed with Ethiopia?

FYI, the federal states in Somalia are not autonomous at all. Neither do they have their own laws and rights in whatsoever. Therefore, you must have dug such laws and rights out of your ar'sehole.
