That's right, there's nothing to negotiate.
The meeting in Ankara was proposed by Turkey and it's just a formality.

There is nothing complicated. Only, poor Eritrea is out in the cold.
Djibouti simply wanted to keep a portion of Ethiopian business for her survival & we'll let her keep that portion until she joins Ethiopia as one of our provinces.
Kenya played her game smartly and got a portion of our business. With South Sudan joining the Lamu deal Ethiopia has opened vast opportunity there .
Somalilanders, the clear thinking smart folks will secure their nationhood become the 51st members of AU and same with UN. Ethiopia will build her glorious naval power on the Red Sea and Indian Ocean.
Now if Puntland wants to join these inevitable developments, she is welcome. If Somalia wants to open up its port, we say go for it.
We will build a Navy base on Somaliland coast. That is final.
If Hassan Sheik doesn't want to be overthrown by Al Shaba, he needs to grow adult. Every time Al shabab messes with Ethiopia, we'll pursue them all the way to the edge of the world. Ditto.

LOL I may dislike horus and his anti oromo agendas but I love how he provokes certain users to get angry and comment on this post with at least two of their many other accounts. It's hilarious to see man. Very entertaining. Somaliland governs its own affairs, I may not agree with putting troops there, but I do agree with their right to decide whether or not their neighbor can use their port.
I can understand if some Eritreans fear Ethiopia building a navy and a strong force that may threaten them later. I can understand why Djibouti fears losing the much needed revenue that it desperatly needs since it has little to offer other than a very strategic location. I also see why tplf cyber trolls are enraged because they want to see the country that committed genocide on them, allegedly or not, destroyed and fragmented; not gaining more sea access and building a potentially formidable navy.
I get it and understand all the various concerns and perspectives.
Horus being an ardent Ethiopian first advocate wants to see Ethiopia no longer being landlocked and becoming the superpower that it potentially could/should be. As long as Ethiopia achieves that without harming others, I'm all for it, especially knowing that Oromos will inevitably play a significant role in it.

It is only a matter of time for your folks to grow out of finifine brain size and grow an Ethiopia mind. When that happens you will be able to see full scope of the game. Serious and knowledgeable geostrategic thinkers have clearly stated that only a country the size and gravitas of Ethiopia can guarantee the peace & security of the Red Sea and our part of the Indian ocean. And, that means supporting Ethiopia build a naval power capable doing the job. Follow how things unfold following the Ethio-SLR treaty. Of course, this national necessity is demanding a massive political growth on the part of the novice Oromo political starters who are still learning how to govern on the job. Let me ask you one simple question. In a week or so when MOU is signed what will UN do???? Nothing !!!!!!!!! What will US do Nothing!!!!! What will Turkey do nothing !!!! What will AU do nothing!!!! It is all diplomatic hot air! IMF has already refused loan!!!! I will put my life on it that Turkey will not send 1000s of soldiers to attack Somaliland and Ethiopian joint military. Duh!
