You must create a task force called “TSS” equivalent of FBI in America, FSS or FSB in Rusia have absolute power to go any home or business and search for any suspected illegal goods. Getachew Reda must give them full authority to go any hone regardless his or her position hold in Tigray, if the person is dimmed to be a suspect for any crime, corruption, looting, money laundering, illegal narcotic the TSS can go and investigate and report their findings to the court. Do not round up people to find out criminals, they should do their task systematically and go to their home or business or office and search for more evidence to support their initial suspension. TSS must work with local police and spies to truck down criminals and mafia networks across Tigray. TSS to be more effective is make high crime who lies to TSS during their initial search or investigation. In America anyone who lies to FBI, it is federal crime more than the alleged crime they are being investigating. Every American does not lie for FBI since it is the highest federal crime.
The crime going on in Tigray is an easy task to clean them and society to be at ease and focus in their daily lives. To make it easy, do the above as soon as possible and let TSS do their job and the president of Tigray does not have be involved in matter, any crime committed in Tigray should be the local police and TSS not even the military or any general. This is one of Getachew weakness not to see ahead of the curve and anticipate organized crimes and other activities in Tigray, specially after the devastating war against Tigrayans and stop them before they arrive and harm people.
Getachew Reda main job is to bring very talented people for the specific jobs and delegate them and let them bring you their findings what is going across Tigray. The president cannot show up in every incident across Tigray but the president highest priority is to delegate or assign jobs to the talented Tigrayans to implement their assignments effectively and promptly.
Controlling village criminals is not the task of the central authority, an important point you missed.
You can create your TSS and train them and deploy them, but is a costly business. The money has to be raised and taken away from vital social and communal services, like health care, schooling, potable water, paved roads, agricultural supplies and many more.
To deploy your TSS, what ever that may be, to all over the region/Kilil, would cost the regional or federal government prohibitive amount of money it can hardly afford to spend.
Instead of that every village should deploy a local/communal ሕግ አስከባሪ (ሮንድ) and take care of its own communal security into its hands.
The villages do, in practice, condone the criminals in the name of fighting the national or regional authorities (a party that is in power) and hide the criminals among themselves. They don't expose. Those who rob them can't be from very far places.
The criminals use the purposely planted suspicion between the members of the same community and no one trust the next person in one's own village. Communal cohesion has been eroded and almost has disappeared.
This is not only in Tigray, but almost typical occurrence in many parts of the nation. Lawlessness has mushroomed everywhere in the country and the business is currently very much profitable.
The failure of the community has come home to roast!
Government can't protect
sefer security by any standard of the term.
Instead of exposing the criminals the community hides its own criminals amidst itself. That is the core problem!
