Cities take care of their own development when their economy allows them to do so. But borrowing money and spending it on beautifying a city is hardly a sign of development. Federal governments usually stay out of municipal affairs as they only get involved in big infrastructure such as subways, sewage systems, airports etc. but park and recreation, city lights, water fountains and libraries?
