A mathematical puzzle, all are invited to solve it

We were told loudly on this forum about Faandoo controling 90% of the Amhara region.

And we also know the fact that Regions in Ethiopia are divided into Zones and under this into Woredas.

Yesterday we were also told by an official source that the government controls 260 of the total 268 Woredas in the region.

Now the puzzle you should help to solve is this:
260 = 10% and 8 = 90%.

What is the underlying mathematical formula to come to these computational figures from the above cited data figures?

This is not a puzzle. What you need to do is to sift through what is said and determine what is the truth. What Abiy and his minions say cannot be taken as truth. And what does it mean to control a wereda, anyways? Every day we see hundreds of Abiy's poor and ill-trained soldiers paraded by Fano. That is what should worry you if you really care about Abiy's government. Wars are won and lost by who has the upper hand in morale. I cannot magine an ENDF soldier who would go to Amhara kilil to fight Fano to be as dedicated as the volunteer Fano fighter. We have seen the movie in Eritrea where the much better trained, armed and fed Derg soldiers kept losing at every encounter until they collapsed totally. We will see a much faster collapse of Jula's soldiers because Abiy had already fought a bloody war against the Agames and has lost all external support. Amhara are fighting in their homeland for their rights and dignity. What is Abiy fighting for? Oromo dominance? What? My advice to PP cadres is: Be prepared for the disaster that is coming your way.

By Woreda you mean towns not rural areas!

90% of Amhara region population live in rural so if Fano dominates the rural it gains 90% of Amhara you get 10% (Urban)
