He did not follow the norm and code of ethics of what is expected of an official attendee of the continental meeting. The Ethiopian military peacekeepers have been guarding and dying in Somalia, fighting the AlQaeda/alshabab killers killing Somalis of all ages and all genders. At the same time Somaliland got sick and tired of the endless Somali chaos and declared its own independence some 11 years ago and in that way becoming an island of peace and development country as result of which many distant governments from the UK, China, USA, etc, made cooperative agreements with Somaliland promoting mutual interests.
