Somalia has never agreed with anyone to co-manage Somalia's airspace, leave alone defaulting such an agreement, which has never taken place.

In 2020, it was agreed to appoint a committee to discuss how Somalia would manage its airspace and nothing else. Such a committee has never been appointed or formed, and therefore neither the would be committee nor Somalia have ever agreed on anything with anyone, leave alone defaulting the agreement, as one cannot default an agreement they've never entered into.
Forming such a committee was the outcome or what was agreed between the Somali government led by Farmajo and the mindless enclave with the mediation of Djibouti, and the mediation took place in Djibouti. In the mediation, it was agreed on four points, and one of them was to form such a committee.
