Actually once TPLF lost power in 2018

Fano was mostly pro ANDM and clashes between Fano and Amhara regional government was very small in fact there was a merging taking place

While in Oromia since 2018 Oneg has been clashing and fighting Opdo. Which happened very quickly between Oromos

When Abiy called fano "Shene" meaning 5/amist in 2022 he meant he wanted Amhara region to have a lawless group like Oromia so he designed the war in Amhara to recreate the disaster in Oromia
