In my view the major problem is not the city and the rest of the country are still underdeveloped but the will of the leader of that country is not YET ready for developing and improving the lives of the citizens, which he failed doing so ever since over 30 years of his rule. He still refuses any plan towards development and progress through cooperation. Case in point Abiy Ahmed has publicly offered him to work towards a prosperous future for the whole region in cooperation, as soon as the latter came to power in Ethiopia. Issu never took that as a good opportunity, that sort of mindset is not in his nature, he opted instead to plot against Abiy himself and started to instigate efforts to topple his government, the same way he used so far in his whole life.
The man is truly an archaic creature, who is simply stacked at the backward stand of dominating the rest around his own tiny country, deploying different tools.
That kind of mindset can never come into terms with crafting a development and progress strategy. In the absence of a strategy, he can do anything but that will never lead to any meaningful progress, if I am asked.
