I think that depends on how strong (militarily) Fano is and whether Fano has a strong political alliance with other powerful political forces in most regions of the country.

I agree with you to some degree that Fano has to establish strong political alliance with other political groups(elites). And this task should be easy since a bigger portion of the Ethiopian population is sick and tired of this childish and incapable satanic administration, including most Oromo people.

As for Fano's military strength, it is not a factor any more. Mamo Killo's government is collapsing due to its own failures and incapacity to rule.
