In 1991, in Eritrea, there was a multiparty constitution that was widely debated, and everyone was waiting for it to be ratified and implemented, but like many Eritreans who got arrested and just disappeared without any trace, legal process, and without anyone having any means of finding out what has happened to them, it has just vanished and no one in Eritrea can dare to ask this simple question:

Why isn’t the constitution being implemented?
