Failed or Fragile State: ETHIOPIA

Is ETHIOPIA under Abiy Ahmed -OLF/PP

A failed state is a state that has lost its effective ability to govern its populace. A failed state maintains legal sovereignty but experiences a breakdown in political power, law enforcement, and civil society, leading to a state of near-anarchy.

OR

A state that is fragile has several attributes, and such fragility may manifest itself in various ways. Nevertheless, some of the most common attributes of state fragility may include:

The loss of physical control of its territory or a monopoly on the legitimate use of force;
The erosion of legitimate authority to make collective decisions;
An inability to provide reasonable public services;
The inability to interact with other states as a full member of the international community.

At least you're reasonable, as you're trying to figure out whether Ethiopia per se is a failed state or a fragile state and not comparing Ethiopia to another country in the same or similar situation, as the little Eritrean kids on this forum often do - measuring the failures of Eritrea with the failures of Tigray and that it would be all right with them to see Eritrea burning to the ground as long as they can see Tigray also in the middle of burning, which is, to me, the most wicked form of reasoning!
