Please help me out here, someone wants to move to the usa and then try to settle there, but first without seeking to register and so on.
Is there a possibility to find housing, medical care, driving licenses and the likes, without first applying for this number?
Please help me out here if you have an experience in such cases?

A legal status comes before all what you've listed, including a social security number. Get first a residency status. Without this, one cannot do anything legal PERIOD.
One must have to provide proof of their lawful residency status prior to bothering about any of what you've listed. And this is the practice also in Europe, in case you live in Europe.
If one can provide evidence of their legal presence in the United States as authorized under federal law and wants to apply for a driver license while not having a social security number, it depends on the state they reside in, as some states accept but with alternatives, such as Form W-2, which is an Internal Revenue Service (IRS) tax form used in the United States to report wages paid to employees and the taxes withheld from them.
To rent a house/apartment, open a bank account, etc., you don't need a social security number - SSN, though the landlord will ask you for a proof of identity and of course money for the rent.
When it comes to healthcare, as there's no universal healthcare in the US and the government does not provide health benefits to citizens, anyone who applies for health coverage needs to provide an SSN, though there are health insurance options for people who do not have an SSN.
Hospitals, however, will ask for an SSN, unless it's an emergency case.

In which case I have to acquire a legal status to be even considered for anything, including having SSN and through that be able to rent an appartment.
In Ethiopia everything is "legal or illegal, damn it" (leave it on itself), in the world of በጫጫታ-አምላኮች.

"Approaching immigration consultants" is helpful when one is already in the US and has entered the country legally, otherwise, it's just a waste of money, as they charge an hourly rate of between $150 to $300.
If you're already in the US and have entered the country illegally, it's complicated, if not hopeless. But if you're living outside of the US and want to move to the US and live there, the easiest way is to marry a U.S. citizen or a US green card holder. This would help you obtain a marriage-based green card, which would in turn allow you to live and work anywhere in the United States. A green card holder gets and will have permanent resident status until they decide — if they wish — to apply for U.S. citizenship, for which they become eligible after three years.
A legal status leads to a permanent residence (green card) and U.S. citizenship.

According to the noise-worshippers on this forum, በጫጫታ-አምላኮች, many of whom also claim to live in America, the Americans will not touch me even if I may lack a legal status, as far as I am poor. The govenment in USA is not "as harsh as the one in Ethiopia", with regard to law-enforcement, is what they say each passing day in here.
