I have already explained about the issue by saying that it is just normal economic principle whereby primary agricultural product producers export their products even when the domestic demands might be high. Governments export in order to get hard currencies with which they can buy (import) such high damned goods from abroad with hard currency. Such necessary importable goods can be essential medicines and medical equipment to save life, building material and electrical goods for water supplies, military and police hardware and software for keeping peace and security of the people. Telecommunications equipment and spare parts. Air and ground transport equipment and spare parts, etc.

The list can be extended and my response is only theoretical.Even during King Menelik, King Haile Selassie, President Mengistu, Meles Zenawi same thing have been taking place. Specially during king Hale Selassie the country used to produce lots of sugar while at the same time local people couldn't find sugar even for nominal consumption's because Sugar got exported to neighboring countrified with dirt cheap price. The same sugar was being reexported back to Ethiopia for much more expensive prices.

How else can you import all the necessary goods and machinery if you can't export lots of goods to finance your import. The problems for the developing countries is that they produce and export unprocessed or semi-procesed cheap products while they are forced to buy (import) highly processed very expensive goods from the developed economies.
