EPLF and PLO were at each others throats through out their existence as far as I am concerned. PLO was extremely unhappy with Eritrea having diplomaticall relationship with Israel.

Israel never had any base in Dahlak islands during Derg era but yes during Emperor Haileslassie era. Soviet Union on the other hand had a military base in Dahlak Islands.
