The CMT (Chinese Medical Team) & Eritrean counterparts held a free clinic today, to commemorate the 25th Anniv of China’s dispatch of medical teams to Eritrea. More than 100 patients were provided with medical services and Chinese acupuncture and massage. Officials from China & Eritrea addressed the public, before the clinic.

Dec 15, in Eritrean History.

On Dec 15, 1995 fighting erupted between Eritrea & Yemen. Eritrea said, Yemeni forces harassed Eritrean troops on Zuqur- Hanish & launched air & ground attacks the following morning. Eritrea repulsed the attack, 12 people were killed & 200 Yemeni POWs were taken.

On Dec 17, the Presidents of Eritrea & Yemen agreed via telephone to a cease-fire- to be monitored by a committee of 4; including a senior official from each side & US diplomats from the US embassies in Asmara & Sanaa.

On Dec 18, 1995, however, Yemen accused Eritrean forces of seizing Hanish al Kabir despite the cease-fire. Eritrea announced that it gained control of the island on 17 December, before the truce.

On Dec. 21, 1995 Ethiopia began mediation and on Dec. 23, 1995 Egypt began mediation. Both mediation initiatives, failed. On Dec 18 1995, the Arab League announced that it backed Yemen against Eritrea.

In late Dec.1995 UNSG Boutros Ghali, who visited Asmara & Sanna, said because working through the ICJ would take too long & because of the proximity of the islands to major shipping lanes, a quick solution would be best. He proposed entrusting the task of arbitration to one state: France.

On May 26, 1996 Eritrea & Yemen agreed to settle the dispute peacefully. They referred the dispute to the Permanent Court of Arbitration (PCA), at the Hague. The Tribunal gave its unanimous rulings in 2 phases; on Oct. 9, 1996 & Dec. 17, 1999.

Eritrea based its claim to territorial sovereignty on a chain of titles extending over more than 100 years on international law principles of "effective occupation"; while Yemen based its claim on "original", "historic" or "traditional" titles traced back to the 6th Century AD.


The PCA stated, neither Party succeeded in persuading it about the actual existence of titles as a source of territorial sovereignty. It was the relatively recent history of use and possession, that ultimately proved to be a main basis of the tribunal decisions.

The Mohabbakahs, other than the High Islet, lie within twelve miles of the Eritrean coast. Whatever the history, in the absence of any clear title to them being shown by Yemen, the Mohabbakahs must for that reason be regarded as Eritrean.

With respect to Hanish, the Tribunal acknowledged that Eritrea's claim was well-established and that the island was

of great importance to that very newly-independent country.


But it concluded that, Yemen had more to show by way of presence and display of authority.

With respect to Jabal al-Tayr and the Zubayr group, the PCA noted the sparseness of evidence adduced by each side; as well as the islands' proximity to the Yemeni coastal islands and their location well eastward of a coastal median line.


The PCA decided, that Eritrea and Yemen shall permit fishermen who are citizens of the two States- without limiting their numbers who carry cards to engage in the occupation of fishing- to fish in the territorial waters of the two States, at the contiguous zone and the EEZ of the two countries in the Red Sea (with the exception of the internal waters), provided that the fishermen of the two countries be enumerated and that they be granted official licenses to engage in the occupation of fishing.

Social Trust: Eritrea’s Greatest Capital

Trust is the bedrock of all the relations, transactions and ac­tions of the Eritrean society. It is what allows Eritreans to believe in the reliability of their neigh­bors, colleagues, friends and as­sociates. Cooperation, which is common among Eritreans, is pos­sible greatly because of the exis­tence of high level of trust. Genuine and innocent support is easy to find in Eritrea, which is not as easy to find in other places.

On the way to Denden Camp (a place where war veterans with disability live), a visually impaired man who has also lost his limbs sits on a wheelchair by the roadside sell­ing small items for a living. I used to buy newspapers from him. You have to pick up the item you want and then pay. Two things come to my mind, which I think, are worth entertaining. The per­sonal courage of the man to stand against the physical disability, makes him a gentleman. More than that, the trust he placed on the society is equally amazing. The man displayed his stuff on the ground, without having any control mechanism. One can get a great lesson from this seeming­ly simple phenomenon, that trust is reciprocal. If you trust others, they will trust you even more.

It is common to see in the city buses of Asmara, people who enter­ through the front door sending money to the cashier standing by the back door. The money goes from one person to another, until it reaches the cashier. You don’t worry about whether the money is to reach the cashier, if you have trust in the people you hand your money to.

In Eritrea, many business trans­actions are made and important social contracts entered based on trust alone. This happens, because of the confidence that others will do what is right based on the trust placed in them.



Honesty, is one of the most es­sential characters in the Eritrean society. Trustworthiness, is above everything. When I was grow­ing up, as the oldest of seven children, my parents did a lot to teach me the sanctity of trust. I owe them a great deal of grati­tude, for making trust part of me.
You shall not harm others and you shall not covet anything of others,
is perhaps the most com­mon lesson by Eritrean parents to their children.

Trust as a shared property is a defining feature of the Eritrean society.

A good family, is the bedrock of a strong country. The strength and character of the nation, depends on the strength of its families. By looking at the nature of the fam­ily, one can tell the values upheld by the country. The foundation of social trust, is family. Trust, is the core of social capital and one of the key resources that keeps the Eritrean society moving. The high level of social trust, is one of the factors that promotes inclu­siveness and openness within the society. The Eritrean society may not have a lot of property to brag about, but it enjoys comparatively higher levels of societal hap­piness and a general feeling of well-being. In this sense, social trust complements the material insufficiency.

Human beings, are social crea­tures and social trust is the un­derlying foundation of relation­ships among individuals and groups of human beings. Without trust in others’ actions, we human beings could not build the foun­dation of community and society. Trust is the foundation of Eritrea, as a nation. It acts like a glue, that connects people with one another.

Eritrea is an island of peace, in a volatile region. The social trust among the people, has a lion’s share in creating a peaceful en­vironment. Harming others, is not common in the Eritrean society. Trust, makes it possible to main­tain peaceful and stable social relations. Trust inspires empa­thy, reciprocity, solidarity, and fraternity. Cooperation solidifies the connection among citizens, enhances stability and unity and allows other values to flourish. Cooperation, is the most cher­ished national and cultural tradi­tion of Eritrea. The survival and continuation of Eritrea, is entirely dependent on harmony and coop­eration.



Trust, plays a central role in the Eritrean society and it is the most powerful force that governs the interaction among the society and society-state relations. The Eritrean society living in Eritrea and in other countries is known for its abundant social capital, accumulated by the wise invest­ment of successive generations. Trust is by far the main compo­nent of Eritrea’s social capital, that is a necessary condition for social harmony and stability. The main reason for the existence and continuity of Eritrea in the face of hostilities; including military ag­gression, political collusion and economic sanctions is the soci­etal relations and interactions. Trust is a precious commodity and an indispensable public good necessary for the unity, stability and prosperity of the society.

Girmay Haile, is a prominent figure in Eritrean leadership and has played a leading role in the country’s development.

Mr. Girmay Haile has had 40 years of experience; including progressive senior leadership experience in national and international development, working in a career that started in grassroots community development in Eritrea and as a veteran freedom fighter of the Eritrean liberation movement.

Beyond his home country Girmay Haile has successfully managed strategic planning and policy advocacy in humanitarian, peace, and development programs in Africa, Eastern Europe, and Sothern America.

He led complex social policy and country response planning and managed country programs by providing high-quality political, policy, and technical support to countries and United Nations institutions. Mr. Haile successfully mobilized financial resources for the various country programs and built the capacity of civil society organizations in the critical complementary role they play in development.

Haile also played a critical role, as part of the UN Country Team, in the mediation for peace during the 2008 Post Election Violence in Kenya and the peaceful transition of power after the demise of President Bingu Wa Mutharika of Malawi in April 2012.

In this interview, Girmay Haile discusses the upcoming US Africa Leaders’ Summit, geopolitics in the Horn of Africa and Eritrea, as well as the future of Africa.

His extensive African experience is a very important education, especially for young Africans.
