Article 5 - Humanitrian Access
Article 5. 1 - Government agreed to expedite delivery process and both parties shall cooperate to this effect.
In legal terms the word "expedite" means immediately unless the Ethiopian government proves that they faced challenges beyond their control( the burdon of proof lies on the Ethiopian government.

ውዓጊን are very stupid. They don't seem to understand that nothing will happen until their rag-tag militia lays down their arms, heavy and light, and are herded into reeducation camps. It is the government of Ethiopia that will be doling out the food aid so that Agames understand who the boss is. TPLF will never ever again be allowed to use and misuse aid to feed itself and hold the people hostage. It is not an agreement that TPLF signed but terms of surrender.
