If my understanding is correct, he is supporting the Woyane's action of hostility as he clearly stated it was the responsibility of the EOG to restore services. Now he was vague about the security guarantee that needs to be in place for restoring the services. He didn't explicitly say Woyane has to provide security for the workers.
In my opinion he should have said who must be responsible for the security and safety of the workers. That is his vagueness I have a concern about.

Clearly everyone's English comprehension level isn't the same. He said "there's no military solution to the problem". Whether he means it or not is debatable but .... should one just deny what he said?
