I hate to break this to you but Chigray is still a insignificant kilil, extremely poor and dependable on Ethiopia who can’t survive a day without a handouts from the Ethiopian government.

Talk and negotiation alway happens between a a federal government and rebel states all over the world including Africa, such as between Sudan government and Darfur state, between Nigerian government and Aboye State and many more but that doesn’t mean the states are independent.
