I think you got this wrong. It is Abiy Ahmed who appointed Shimelis Abdissa as President of "Oromiya" region by firing Lemma Megerssa. Lemma Megeras appeared to be moderate Orommuma compared to Abiy Ahmed. So, Abiy recognized Lemma would be slow or obstructive to fast track his Orommumization as a result of which he appointed Shimlelis Abdissa as president of "Oromiya" and chief of the confuse and convince Orommumma project. Thus, the harrasment of Fano is entirely Abiy Ahmed's project and the failure of his operation is his own.
