Asmara, 28 April 2022- At a ceremony held today, 28 April, at Asmara Palace Hotel, in which representatives of partner institutions as well as heads of UN offices in Eritrea took part, the Ministry of Health launched five years Strategic Plan.

The Strategic plan that will serve from 2022 to 2026 includes: “The Third Health Sector Strategic Development Plan”, “Eritrea Essential Health Care Package”, “Monitoring and Evaluation Plan for Implementation of the Health Sector Strategic Development Plan”, as well as “National Action Plan for Health Security”.

In her keynote speech at the ceremony, Ms. Amina Nurhusein, Minister of Health, indicated that the national health policy, which was developed in recognition of the evolving national, regional, and global health context is consistent with the country’s commitment, to maximize the health and wellbeing for all Eritreans and residents of Eritrea at all ages.

Minister Amina went on to say, that the key documents are the most important tools to achieve the aspirations and expectations of the health sector of the Government of Eritrea.

Minister Amina further noted that Eritrea has made remarkable progress in the health sector and that the risk of dying before the age of 5 years was reduced by 75% and the maternal mortality ratio was reduced by 82% between 1991 and 2020, which are among the best in the developing world.

Minister Amina underlined that the third Health Sector Strategic and Development Plan is designed to provide the overall strategic and implementation framework for the health sector priorities for a period of five years (2022-2026) and to contribute toward sustainable economic growth, with social equity and justice.

Dr. Berhane Debru, Director General of Policy and Plan at the Ministry of Health, on his part said that the Ministry is a ready to kick start the five years strategic plan and will have a significant contribution to the development of the health sector of the country.

Ladies and Gentlemen!

I feel highly honored and pleased to welcome you all to this launching of the three most important Ministry of Health documents, which include: –

1. The Health Sector Strategic Development Plan (2022-2026),
2. The Eritrean Essential Health Care Package, &
3. The National Action Plan for Health Security (2022-2026).

These three key documents are the most important tools to achieve the aspirations and expectations on the health sector of the Government and the Eritrean people.

The Ministry of Health governance is set in such a way that the existing National Health Policy provides the overall guidance to the health sector strategies that will be launched today.

Ladies and Gentlemen!

Eritrea has made remarkable progress in the health sector since liberation, with changes so great that life expectancy is now close to 20 years more than that of 1991, which is twice the improvement seen in the African Region, as well as, close-to three times the global life expectancy improvement, seen during the same period.

The risk of dying before the age of 5 years was reduced by 75% & maternal mortality ratio was reduced by 82% between 1991 and 2020, which are among the best in the developing world.

Our existing National Health Policy, which was developed in recognition of the evolving national, regional, and global health context, is consistent with the country’s commitment, to maximize the health and wellbeing for all Eritreans, and residents of Eritrea at all ages.

Ladies and Gentlemen!

The fact that Eritrea had strong Primary Health Care base, that begun before the liberation of the country, which proved its effectiveness in Eritrea’s success in achieving the Health Millennium Development Goals, means that, Eritrea has also strong foundation to do well, with Health Sustainable Development Goals. Hence, Eritrea’s Success in the Health Millennium Development Goal’s (MDG’s) shall be repeated with the Health Sustainable Development Goal’s (SDGs).



Ladies and Gentlemen!

The third Health Sector Strategic and Development Plan is designed to provide the overall strategic and implementation framework for the health sector priorities for a period of five years (2022-2026), and to contribute toward sustainable economic growth with social equity and justice.

The Ministry of Health shall promote the provision of essential health services at all levels (primary, secondary and tertiary) of health care and across all age groups in line with the Eritrean Essential Health Care Package, which is one of the key documents that will be launched today.

The health sector shall also establish a comprehensive emergency management program, and regularly develop, review and implement its National Action Plan for Health Security, which is another key document that is being launched today.

Ladies and Gentlemen!

As you all know, formulating, enriching, and validating these three key documents, required a lot of hard work and the involvement of many individuals and organizations. At this point, on behalf of the Ministry of Health and on my own myself, I express my appreciation to the individuals and organizations who worked hard to produce these Ministry’s overarching documents.

However, policies, plans, and guidelines are only as good as their implementation. Hence, I would like to urge all our health workforce, to continue working harder to put the three documents into action.

At this point, I would particularly like to call for the continuous commitment of the Government sectors, development partners, communities, and health service users including individuals, and families towards effective implementation of the strategies, plans, and guidelines contained in the three key documents.

A brief presentation of these documents will be presented by my colleagues.

Wow the picture from southern tip of Eritrea and the ship in the highway shipping lane for the world, were 40 % of the world trade passes by… is an opportunity that needs exploiting…
Can you imagine if 10 percent of those ships stop by Asseb for refueling, taking a break, ship repairs… just like what Singapore provides at the straight of malaka or Dubai provides on the strait of hormus… Asseb is more better positioned than Dubai… best location to build hotels and resorts for the shipping lines crew…
The sky’s the limit for Eritrea that is endowed with the best location on a best international highway…
I love the ras dumeira picture, it just made me day dream the future day were asseb is computing the big cities of today to provide services … Eritrea is a maritime state and that’s were its prosperity lies
It’s Red Sea has food, natural gas, best location on the edge of busy highway (tourism), ….

Eritrea: Unity in Diversity

Eritrea is gracefully endowed with a very rich cultural capital, the result of its ethnic, linguistic and religious diversity. Taking diversity as a source of strength and beauty, the government and people of Eritrea give priority to unity. The nine ethnic groups and both Christians and Muslims, identify and think of themselves as members of one nation and family.



Religious tolerance and understanding among Eritrean Muslims and Christians offer valuable lesson in tackling extremism, radicalization and other related challenges. Unable to spend Easter with my parents who live far from Asmara, I went to my uncle’s home for lunch. The house was filled with visitors, mainly young boys and girls who are my 17-year-old cousin’s classmates. When I noticed that Hayat, my cousin’s best friend, was not there with the cheerful crowd, I soon remembered that Ramadan is not over yet. Knowing the reason for Hayat’s absence, I teased my cousin saying
you were fasting together until yesterday and you are now eating without her.
She then showed me the chocolate, candies and cookies she had reserved for her friend, Hayat, to be given after Fetur (breaking of the Fast). Eritrea is fortunate, to have such youth that have inherited a history and culture of tolerance and understanding.

Religious tolerance is crucial, in building unity among adherents of different religions. Eritrea is a peaceful country immune to inter-religious conflict, that could disrupt social relations and national stability. The mutual tolerance and understanding among adherents of different religions, is a means and guarantor of the social harmony and peaceful co-existence of the Eritrean society.

The mutual respect among Eritrea’s diverse population, has played a vital role in shaping national morality and conduct of the country. It exerts a cohesive force in articulating common national values mediated through rituals, symbols, and ceremonies. The Eritrean national identity provides a meaningful set of values and acts as an overarching moral glue, that binds the nine ethnic groups into one single community. The cohesion and shared values, fostered by the Eritrean national identity is essential for social and political cohesion.

The social interaction between adherents of different religions to cheer one another’s religious holiday, is a norm in Eritrea. Religious tolerance in Eritrea is not a new invention, but has been a tradition for a long time. The inclusion of religious tolerance and freedom in all the customary laws of Eritrea, is a manifestation of the broad mindedness of the society. The customary law of Logo Chiwa, for example, states that
we, Christians and Muslims, are brothers. There is no social cleavage in our brotherhood. We look, speak and act the same.
Eritrea is a secular nation that respects the equality of religions, and religious freedom has statutory protections and guarantees through explicit provisions in Eritrea’s Civil and Penal codes.

The “unity in diversity” concept, is incorporated in the National Education Policy of Eritrea to produce responsible citizens. Textbooks highlight, the need to preserve ethnic harmony and religious tolerance. Eritrea provides a common secular space to all citizens regardless of their ethnic, linguistic or religious group. “Unity in diversity”, is embedded in the Eritrean national psyche.



During religious observances, Eritreans pledge to strengthen religious harmony through mutual tolerance, respect and understanding. In Eritrea, citizens are free to maintain their distinct identities while being unified by a national identity and a shared commitment to the common good.

Religious tolerance, is more than public order. Public order is maintaining public tranquility, but religious tolerance is measured only by the quality of relationships between adherents of different religions. The general public views harmony as a way of optimizing liberty, solidarity, as a means to realize other rights. Religious leaders champion interaction, integration, and religious tolerance for the common good. Respecting and celebrating one another’s religious holidays and practices, is common among Eritreans. Stirring up religious tensions and promoting feelings of ill-will and hostility among adherents of different faiths, is a social taboo.

The social harmony of the Eritrean society which promotes norms and encourages conciliatory methods of dispute resolution, plays a pivotal role in the preservation of social cohesion. Thanks to the wisdom of its people and GoE’s judicious policies, Eritrea has become an oasis of peaceful co-existence and peace in a troubled region. The social cohesion and trust between Eritreans is a great national resource, that enables the country to overcome challenges associated with nation building. The strength of Eritrean nationalism, lay in its plurality and indivisible unity of its citizens.
