It is a shame how low and destructive we have become within the last 60 years. This is a true story. When I was growing up, we had no police,no police station, no prison, no court and any kind of modern organ of violence. I did not know what a policeman looked like until I moved to Addis. What we had for centuries was a complete administrative, legal and social system called 'Sera'. The word Sera is the singular form of the Geez Ser'at (system). For example presently in Kistane (Sodo Gurage) it is called የጎርደና ሴራ. In the past, there were የእንጀሪ ሴራ፣ የጎርጢ ሴራ፣ የአጉራጠነ ሴራ. The name of general Assembly takes its name from the place it was held. For example Injeri and Gorty are names of places. ጎርደና literally means the General Assembly or the Highest Authority. Gora means assembly and Dene means authority or Judge. And every Gurage sub-ethnic group has its own Sera and in Sebat Bet Gurage it is called Yejoka or Qicha. Yejoka is named after place name. Qicha is what we call in Amharic መቀጫ ። ግን የቃሉ ሙሉ ትርጉም 'ቅጥ' ልክ፣ ስርዓት ያለው ፣ ትክክል፣ just ማለት ነው። ይህ ሴራ እጅግ ይከበራል፣ ይፈራል። አንድ ሰው 'ቁም በጎርደና አምላክ' ከተባለ ይቆማል! ይህን ሴራ ነበር አብዮት መጥቶ ሊያጠፋው የሞከረው። አገር መተዳደር ያለበት ገና ባልበሰሉ ጎረምሶችና በወጠጡ ወጣቶ ሳይሆን ዊዝደም ጠገብ በሆኑ ሽማግሎች ነው። ሽማግሌ በጉራጌኛ ቋንቋ ጉርዝ እና ባሊቅ ይባላል። ጉርዝ የጥንታዊ ግብጽና የሳንስክሪት ቃል ሲሆን በቀጥታ ጉሩ አዋቂ ዋይዝ ማለት ሲሆን ባሊቅ እንደ ግዕዙ ሊቅ ማለት ነው። ስለዚህ የነዚህ የሴራ አስተዳዳሪዎች ጉርዞችና ባሊቆች ናቸው ። ሰነቻ፣ ሳቡኘት፣ ግርዝና የሚቀመጡና ማንኛውንም ያስተዳደር፣ የፍትህ፣ የካልቸር ማህበራዊ ግጭቶችን የሚፈቱ እነዚህ ጉሩዎችና ሊቆች ነበሩ፣ አሁንም መሆን አለባቸው!
