It means any negotiation with the terrorist organization known as TPLF is a dagger on the Amhara backs and would thus lead to serious revolt by Amharas. The only solution is total capitulation of Tigray. .

If he said that what he is saying is that you can not leave Weyanes armed to their teeth, then disarm Amharas , then have a combaia party at friendship park. Abiy's backdoor shenanigans behind Amharas is going to be one hot mess that he would end up have no control over. The peace of Tigry is peace for all Ethiopians as long as it is done right. But Abiy knows well that most of Weyanes preconditions are dead on arrival. So he is using Abreha as a conduit to TPLF and facilitating Weyanes to come back to power. His concern now is how to contain Amharas in concert with weyanes that is what Legese is implying. He used Ethiopian nationalism just as Meles did against Eritrea to mobilize Ethiopians, now he is saying just as chenawit that we didn't do this to please anyone. Abiy's tactic is 30 years old to fool anyone, let alone Amharas who have been weyanes hostage for 30 years.
