It is neither a pardon nor an amnesty, both of which would have got a different legal connotation(s). Here it is just a suspension, which can reinvoked anytime it may deemed necessary, if I may unterstand correctly.

The executive just said, okay for now I will not pursue the cases against the defendants, which much weaker than the two terms of entitlements.

The defendants are still at the mercy of the executive branch of government, if don't behave well, then they could find themselves in the same situation where they were before the suspension.

The PM repeated what I said already: if they don't behave well, then we can reactivate the case and throw them back to where they belong to, he said wordly.

This is no pardon, no amnesty, just a goodwill of the executive. Watch out the "freed prisoners".
