You used ማስተዛዘኛ in a wrong way. In Lotter system when you "win" a ማስተዛዘኛ that means you get an equal amout back what you have paid for the ticket. Tigray did not get back as it started the war. Cursed lander Tigrayans lost many lives in the war they started. So, they did not "win" a ማስተዛዘኛ at all!!
