What a discrepancy.
Can it be, because foreign entities pay the AU budget? They didn't pack up & leave in 1991, when there actually was conflagration within Addis, the hypocrite negroes.

I don't have access to the said document but if it is written so, then it could only be out of two things.
First the African Confidential loves very much sensationalism, perhaps to push for the coins it can collect as a paid information media and use such headlines.
The other possibility is that it might have referred to an earlier "sources" of during Woyane just about 25 or 15 ? km from the capital, which must have been orchestrated by CIA and its cohorts.
Else it can only be out of madness, as far as I can say.
