Ethiopia itself shouldn't be a confederation. Ethiopia should instead be an indivisible, multinational federation of eleven semi-autonomous ethnic regions under a supreme federal government. I prefer civic federalism with regions based on major cities but unfortunately this is unrealistic hence why ethnic federalism is the least worse option out there.

On the other hand, Ethiopia should form a de jure, nominal confederation with Eritrea and it should be based on the following:
1. Ethiopia should theoretically, but not in practice, claim Eritrea as part of Ethiopia. Ethiopia would still call Eritrea's official name 'State of Eritrea'. Eritrea would not renounce its independence nor give up its (landlocked) military
2. All other countries in the world will still officially recognise Eritrea as independent and Eritrea will still remain a member of the UN, AU etc.
3. Ethiopia and Eritrea will form a unified internal market with full free movement of citizens, goods, services and capital
4. Ethiopia and Eritrea form a comprehensive customs union with a common external tariff
5. Eritrea would, at a later date, adopt Ethiopia's Birr as its currency when it's ready
6. Ethiopian and Eritrean governments would jointly own and manage Eritrea's seaports
7. Eritrea would no longer have a navy but instead its sailors will form half of Ethiopia's relaunched navy based in Eritrea

BTW, Ethiopia should be centralized if any hope of peace to prevail. How can you confederate or have independent States when you don't have official boundary lines ? Dah, why is the agame always wishing Eritrea the worst ? :twisted:

Duds, forget it! Eritrea is an independent nation. We are not interested in joining a country which is always at war with itself. On top of that, Ethiopia is full of contradicting narratives about its origin, history, identity ... etc.
