I am not sure why Abiy has to be expected to tell everybody every little thing. This is a raging war and everyone who has a functioning brain in their thick skull should at least do this minimum to stop the bleeding from inside. At some point regular citizens will take the law at their hand and do what they must to protect themselves and their family. It is very telling how the gov't structure is completely submissive to one man rule.

Securing cities and towns from an armed internal enemy is so rudimentary security measure when external and internal enemies work in coordination to threaten the nation as a whole, but Abiy and his security apparatus are sleeping on the wheel when the Ethiopian" numero uno enemy weyanes execute their plan in plain sight. A simple declaration that armed weyanes return your weapons to kebele would be enough to get a massive number of weapons from these internal enemies. Abiy is sleeping on the wheels at his own and country's peril. Things can get out of control easily while the sleeping enemy is within. The Trojan horse is within.
