HELP--- Can somebody explain Why Abiy hires Lobbyists while Verbally Abusing the very Leaders he's trying to Lobby?

In the “ very democratic country” of the world US the lobbyists have more power in influencing the executive and the legislative branch of personnel than the people who voted them to office.
Abiy is learning.
