I think what he is saying is, it is Abiy's job to make sure discussions happen between Amhara and Tigray. But instead of performing his primary role of facilitating the discussions, PM Abiy is obstructing discussions. And Shaleqa Dawit is lambasting Amhara for not taking the initiative to start the talks. You have to remember the interview happened in April when every region except Amhara has sent delegations and aid to Tigray after people have learned about Tigray's worst destruction in the area's millennia history.

He has some fears and concerns and those fears and concerns cloud his way of thinking and prevent him from thinking properly. He is confused and doesn't know how to prioritise.

Shaleqa Dawit Wolde-Georgis has a problem with the Oromo people as a result he doesn't like the one of the most polite and civilised people on earth, PMAA.

By focusing too much on his problems with the Oromo people ( which are not difficult to solve ) he almost ignores the Tigrayan juntas who hate and despise the Amhara people to the degree of having the desire to exterminate them and their Orthodox religion ( for many of them ) and culture.

I advise Shaleqa Dawit Wolde-Georgis to first focus on destroying the Junta and its leadership ( akraris as he refers to them ) and then work to find ways to stabilise Tigray and solve the problems of the Amhara people in Oromia and Beni shanqul-gumuz. Prioritisation is very important in life. That is what my mom tells me.
