- Recruiting and Training 50,000 Amharas across the region
- Amhara Armies will serve as reinforcements against Woyane
- Distract Weyane and deplete weyane from ever reaching Dansha, Welkait

- Let TPLF Invade Amhara Region, Afar Region so the Western Elites shut up. EU NATO US all cannot oppose abiy now

Well, first he must arm the Amhara and Afar forces to the teeth so they can stand a chance against woyane.
Second, to be a good strategy to shut the US and EU, he must incorporate the regional forces into the ENDF. Otherwise they not only shut up but they will involve themselves physically to protect the "victim" region, Tigray. They oppose a regional force presence in another region(based their argument on the current woyane/PP constitution). But ENDF can be anywhere in the country.
So without the two points above, there is no smart strategy for the country. Maybe he can find a way to save himself from ICC with the usual execuse "I have no control over the regional forces".
