It can continue as a rebel in Tigray. But that will be a curse on the Tigre people. As we know rebels are highly mobile, anytime their foot reached somewhere they would falsely claim they controlled some territory which is qualitatively different. Now, TPLF is reduced to village level bandit, roaming around.
